Albert A. Outwater, Jr. was born on March 25, 1946. His home of record is Phillipsburg, NJ. Al graduated from Phillipsburg High School in 1964.

He served in the US Marine Corps and attained the rank of Sergeant (SGT). Outwater was assigned to 3rd Platoon, Mike Company, 3rd Battalion, 3rd Marines as a Platoon Guide.

Outwater was killed in action on July 21, 1967, while escorting an engineer sweep team along Highway QL-9 between Ca Lu and Khe Sanh. They were about 6 kilometers southwest of Ca Lu, when they spotted two enemy soldiers, killing one and wounding the other. They continued on their way and were attacked by what seemed to be most of an NV battalion. They called for help, and the remainder of Mike 3/3 responded along with a light section of tanks. The engagement ended shortly before nightfall. Ten Marines, including Outwater, and one sailor were killed.

He is buried in Fairmount Cemetery in Phillipsburg, NJ. He was survived by his wife, Roberta. His cousin, James R. Morris, was also killed in Vietnam on January 31, 1968.

Outwater received numerous awards and decorations including the Purple Heart, the National Defense Service Medal, the Vietnam Service Medal, the Vietnam Campaign Ribbon, the Republic of Vietnam Military Merit Medal, the Republic of Vietnam Gallantry Cross with Palm and the Good Conduct Medal.
