Fred T. Williams was born on November 21, 1949 to Thomas William and Ruth Collins. His home of record is Paterson, NJ.

Williams enlisted in the US Marine Corps on January 6, 1967 in Newark, NJ. He attained the rank of Private (PVT) and served with Company B, 1st Battalion, 7th Marines, 1st MARDIV.
