Robert A. Bulmer was born on November 29, 1947. His home of record is Ogdensburg, NJ.

He served in the US Army and attained the rank of Private First Class (PFC). Bulmer was assigned to the 101st Airborne Division.

Bulmer was killed in action on August 14, 1968. He is buried at Immaculate Conception Cemetery in Hardyston Township, New Jersey. In 1994 a plaque was installed in his memory in park by Heaters Pond in Ogdensburg, NJ.
